Tokyo has continued to develop, as before, piecemeal and by fuzzy logic, rather than as a measured whole. Harking back to the times of Edo, Tokyo's predecessor, this is an urbanism where the parts are always more in focus than the whole and where experimentation and innovation in architecture are today not merely options but almost unavoidable necessities. Tokyo is a city of tremendous resilience presided over by a spirit of impermanence.
